Miller Johnson Growth Advisors Helps Secure $34 Million in Incentives for Landmark Detroit Redevelopment

Tax incentive package advances transformation of Renaissance Center’s 600 Tower into mixed-use destination featuring housing, hospitality, and commercial space

DETROIT, MI – July 23, 2026 – Miller Johnson Growth Advisors (MJGA) today announced its successful role in securing more than $34 million in tax incentives to support its client, Stockbridge Enterprises, and partners in the redevelopment of the 600 Tower at Detroit’s Renaissance Center, a milestone that will help advance the transformation of a largely vacant office building into a vibrant mixed-use development.

The project will convert the 21-story tower into a mixed-use destination featuring approximately 200 hotel rooms, residential units, condominiums, and commercial space. The redevelopment represents a planned investment of nearly $65 million and is expected to be completed in 2028. The Detroit City Council approved the incentive package on July 21, 2026, marking the first major Brownfield redevelopment under Detroit Mayor Mary Sheffield.

Working closely with the developer, city officials, and economic development stakeholders, Miller Johnson Growth Advisors led the strategy and navigation of a complex incentive package that includes an Obsolete Property Rehabilitation Act (OPRA) tax abatement, a Neighborhood Enterprise Zone (NEZ) incentive, and housing tax increment financing (TIF) support.

Key Project Benefits

The redevelopment of the 600 Tower is expected to deliver several significant benefits for Detroit and the region, including:

  • Creation of a vibrant mixed-use destination featuring approximately 200 hotel rooms, residential units, condominiums, and commercial space.
  • Nearly $65 million in private investment dedicated to revitalizing a largely vacant downtown property.
  • Expansion of housing opportunities through a combination of market-rate and affordable residential options in Detroit’s urban core.
  • Support for Detroit’s hospitality and tourism economy through the addition of new hotel accommodations along the riverfront.
  • Revitalization of an underutilized office building, transforming it into an active contributor to downtown Detroit’s continued growth and economic development.
  • Advancement of Detroit’s long-term riverfront redevelopment vision through strategic public-private investment and adaptive reuse.

“Redeveloping aging office buildings into dynamic mixed-use assets is one of the most important opportunities facing downtown Detroit,” said Christine Roeder, Vice President at Miller Johnson Growth Advisors. “The approval of these incentives helps make this project financially feasible while creating new housing, hospitality, and commercial opportunities on Detroit’s riverfront. We are proud to have helped assemble the tools necessary to move this transformative investment forward.”

“This project reflects exactly why we’ve invested in growing our presence in Southeast Michigan,” said Fadwa Hammoud, Managing Member of Miller Johnson’s Detroit office. “We believe in this region’s future, and we’re proud to help drive the investment and development that will shape it.”

“Miller Johnson Growth Advisors exists to help clients turn ambitious development visions into reality,” said Jeff Muth, Managing Member at Miller Johnson. “Under the leadership of Joe Agostinelli, MJGA helps projects like the 600 Tower redevelopment demonstrate how strategic use of economic development incentives can unlock private investment, strengthen communities, and accelerate the revitalization of key urban assets. It reflects the power of bold vision, strong public-private collaboration, and a shared commitment to Detroit’s future. This is more than a financing package, it is fuel for investment, opportunity, and the continued resurgence of one of America’s great cities.”

The approval marks another successful milestone for Miller Johnson Growth Advisors, which assists developers, municipalities, nonprofits, and businesses in securing and structuring incentives.
