Professional Experience

Jacqueline’s career reflects a deep and sustained commitment to civil rights, educational equity, and public service. Prior to joining Miller Johnson, Jacqueline served as the Civil Rights/Title IX Coordinator for an intermediate school district in southeast Michigan. In that role, she oversaw organizational compliance with Title IX, Title VI, Section 504, and the Title II of the ADA. She led investigations into allegations of discrimination and harassment, coordinated responses to state and federal agency complaints, and provided supportive and remedial measures to students and staff. She also delivered ongoing professional development to administrators, educators, and students on legal obligations related to civil rights, accessibility, and nondiscrimination, while serving as a consultant to local school districts on navigating complex compliance issues related to Title IX and other civil rights laws.

Previously, Jacqueline worked in private practice representing public school districts and community colleges in a general counsel capacity. Her work focused on student issues, special education, employment and labor law, civil rights compliance, and school governance. She regularly presented to school personnel on legal requirements, conducted and advised on investigations, and advised clients on tenure matters, administrative law proceedings, and responding to OCR and due process complaints.

Jacqueline’s career began at the Michigan Court of Appeals, where she served as a research attorney preparing legal analyses and drafting opinions across a wide range of legal areas, including constitutional law, civil procedure, criminal law, and family law. Her work required rigorous research, careful application of statutes and case decisions to the facts, and clear recommendations for case outcomes.
